At the conclusion of the BOR, the Scout will receive his blue cards and the Troop will receive the packet and materials to be returned to Council, which are the signed advancement and Eagle application forms (if the decision is unanimous that the candidate is now an Eagle).  The BOR will informally request to keep 2 - 3 project copies.
